I also can't open any installers that i download to my C drive unless it a .rar file and is inside winrar. Whenever i open the installer, the file explorer freezes and and so again gives an error maxim "The specified path does not exist". Screenshot provided below.

When i kicking windows in safe mode, all the windows tools work and i can open "Task Manager", "Command Prompt", "Regedit", "Services", etc. with no trouble. I assumed that this was a windows problem so I attempted to do a organisation restore but afterward going through all the phases of the restore, it reverted the changes and i was dorsum where i started. I now question whether i should install windows on my second ssd and brand that the bootable ssd. The problem with that is that i don't have a windows 10 product key because i bought this pc from someone else about a year ago so idk how that would be able to work.

open command prompt (admin)
type SFC /scannow and press enter
in one case its completed, re-create/paste this command into same window:
DISM /Online /Cleanup-Image /RestoreHealth (if y'all type this, spacing needs to be exact) and press enter
SFC fixes system files, DISM cleans image files, re run SFC if information technology failed to fix all files and restart PC
