A Specified Path Does Not Exist Check Path Try Again

And so i have recently been having problems with windows 10. Whenever i try opening any windows tools such every bit "Task Manager", "Command Prompt", "Regedit", "Services" it never opens and instead it comes up with an error "The specified path does not exist". I provided the 2 screenshots of the error below.

I also can't open any installers that i download to my C drive unless it a .rar file and is inside winrar. Whenever i open the installer, the file explorer freezes and and so again gives an error maxim "The specified path does not exist". Screenshot provided below.

When i kicking windows in safe mode, all the windows tools work and i can open "Task Manager", "Command Prompt", "Regedit", "Services", etc. with no trouble. I assumed that this was a windows problem so I attempted to do a organisation restore but afterward going through all the phases of the restore, it reverted the changes and i was dorsum where i started. I now question whether i should install windows on my second ssd and brand that the bootable ssd. The problem with that is that i don't have a windows 10 product key because i bought this pc from someone else about a year ago so idk how that would be able to work.

type SFC /scannow and press enter
